This was a proposed concept for the City of Newport Housing Authority's intent to develop a master plan for the 262 unit Park Holm public housing development. The design incorporated an urban naturalistic open space which linked to an adjacent public park surrounded by the residential building. The streetscape was to include landscaped areas with benches, pavilions, memorials and paths designed in such a way to encourage tenant "ownership".

The study was to include combination rehab, new construction, rental housing and affordable home ownership units.
